How can I identify the right leadership for the new AFS Unit?

It’s very difficult to find one person with all the skills at first! Find volunteers with the potential to lead and be ready to support and develop them to be effective leaders.

In some cases, there is no one interested in playing this role and the potential of the unit is high. In those situations, you can split the role of leadership among a group of volunteers and define an effective communication channel to work with them.
